The minutes for 1/22/01 were accepted with the following
corrections: kui "a" wai , not kui "e" wai
- Treasurer's Report
A.
See attached budget. A discussion ensued regarding: (1) the cost of the
ad, Blake to follow-up on Leeward Current; (2) the rental costs for
continued use of Alvah A. Scott Elementary School. Accepted by
consensus.
B. The balance is $2,453.46
IV. Communications
A. Aiea Medical Building Variance
Department decision: Variance for life of ice storage unit
or 30 years, whichever is sooner. Thirty days from 2/7 plans submitted to
department for trellace, landscaping, etc. and must (1) paint subdued color
to blend (2) implement a plan for landscaping and maintenance. The ACA will
request that the conditions of the variance be recorded with the Bureau of
Conveyances.
B. Newsletter-pending
C. Aiea Neighborhood Board meeting report
1. Vision team projects:
Aiea/Pearl City vision projects. Last year Pearl City not approved Aiea
only Pearl City, Aiea did both. This year, vice versa. Seeking approval
of neighborhood board on support of vision projects.
2. Capital Improvement Projects
A list of capital improvements is being compiled and
finalized by Gary Okino. There are a number of projects that are not
really capital improvements but human services projects. Some of which
the city is already funding, so Gary will evaluate and prioritized the
projects.
3. Gateway
Still under review with the Department of
Transportation. The project is intertwined with the Pearl City gateway
project. Construction timeline is uncertain at this time. Possible
inclusion of a gateway at the entrance of Halawa Valley.

V. Projects
A. Aiea Town Center
 | 2/13/01 Meeting-scoped out plan, explored ideas,
reviewed timeline. |
 | Core members for advisory task force being sought. |
 | Expectations of architects versus community were
discussed |
 | Our input was sought to name the new streets.
Halewiliko (house of sugar processing) Street and Place; and Pohai
Place were the names that we suggested. They are being reviewed and
signs need to be made. |
 | Efforts to relocate the Aiea Library at the Mill site
need to be renewed. We need to make sure we get the governor's
support: petition schools, churches, senior groups, and community
associations. |
B. Pearl Harbor Historic Trail Status Report
City and County Demonstration Project planned along
the stretch in the back of Waipahu High School.
D. Aiea Intergenerational Center
 | Pursuing avenues to expend the grant money, possible
partnership with the Aiea Adult Education program. |
 | Trying to still secure a more permanent location and
secure Aiea Intermediate as a long-term home for the hydroponics
greenhouse. |
 | Extension for the grant money was secured, need to
spend $83,000 before May 1. |

VII. Open Forum
A. Definition of community
Discussion regarding the mission/purpose and dynamics
of a community interaction.
B. Installation of traffic signals:
Discussion regarding traffic calming versus signaling
at the intersection of Ulune and Aiea Heights near the Aiea Recreation
Center ball field. Residents in area generally favor the signaling and
see safety as their main concern in that area. They approve and are
looking forward to implementation.
C. Aiea/Pearl City Vision Team
Projects moving forward
D. Closing of Ulune Street from light at Kuluwea Street
Discussion regarding options-need to get residents
approval. Possibly another meeting with Department of Transportation
Services can be organized to look at alternatives, i.e.: Close Ulune
Street side near Aiea Heights side.
E. Aiea High School Partnership with Business Program
The program will form a non-profit organization made
up of area businesses, community members, students, and educators to
identify the needs of employers and preparation of students to pursue
careers opportunities.
