Bulk mail permit- ACA has a bulk mail permit.  $100 for an initial fee and

$100 for an annual fee.  ACA currently has a regular bulk mail permit and we

may possible apply for the non-profit bulk mail permit.  Before ACA starts

bulk mailing for outside groups, the parameters need to be checked and

discussed.

Newsletter-Articles should be sent to Bonnie Arakawa for the ACA newsletter.

Sugar Mill/Community Center- A meeting and agreement between the Mayor and

Joel Criz of Crazy Shirts has taken place.  Criz had brought letters to the

City Council hearing reporting that Crazy Shirts fully supports the sale of

the site to the City.  There has been some criticism concerning the

Visioning process and how the acquisition of the Sugar Mill site took place.

Critics see the visioning process as not being inclusive and question the

process of how the vision team parlayed $2 million into $9 million.  There

will be a third reading budget hearing on May 24, 2000, everyone is

encouraged to attend or submit written testimony.  $2.9 million has been

appropriated for relocation of Aiea Library.  There is still a possibility

that the Governor may line item out the funding of the library.  This must

take place within 60 days from May 2, 2000.  ACA should make a courtesy call

to the Governor to gain his support.  Head Librarian, Virginia Lowb

is also needed.

Pearl Harbor Historic Trail- The Harbor Center concept plan to increase

economic activity has approached discussion with the landowners.  Other

businesses outside of the Harbor Center area are concerned about the

business mixed use zone.  Economic, active water activities and attractions

need to be incorporated into the plan.

Livable Communities Plan- State Dept. of Transportation wanted to kill the

plan because the City Dept. of Transportation Services donb

study done at Kaanohi Street.  The project is currently on hold.

Gateway Projects- Letter of acceptance from the Visioning Team has been

sent.  There is no negative feedback.

Aiea Medical Building- Tom Nishi would like to discuss with the community

what the community would like to improve the appearance of the air

conditioning unit.  Discussion took place to get a covered bus stop and

paint the unit another color other then silver.  VDAT ? to come up with

mitigative measures of landscaping and other aesthetically pleasing

measures.  If mitigation and compromise takes place, there is some concern

about who will be responsible if an accident occurs due to the sight line

blockage.  ACAb

wrong and a violation of the law but ACA would like to work with the

contractor.  A vote was taken as to how ACA should approach the situation.

2 persons in favor of continuing to have the contractor obey the law and get

rid of the unit and 7 persons in favor of working with the contractor.  A

letter should be drafted to DPP citing community concerns.

Aiea Business Day- A promotion to bring residents back to our town

commercial area is still being decided.  A chairperson is needed.

Meeting ended at 8:55pm
