SEPTEMBER 25, 2000 AIEA COMMUNITY ASSOCIATION ALVAH SCOTT ELEM. 7:00PM

PRESENT: Bonnie Arakawa, Dave Arakawa, Denise Haverty, Richard Ito, Wade Kagawa, Scott Kamiya,

Kimberly Mills, Jim Naylon, Gary Okino, Blake Oshiro, Jarrett Oshiro, Claire Tamamoto

SECRETARY’S REPORT: For the August 23, 2000 minutes, Jane Sugimura has been added to those

present and under the Treasurer’s Report, the Advanced Salary is for the AIS Intergenerational Center staff. Minutes were approved and accepted.

TRESURER’S REPORT: ACA’s account has $1802.77. Reimbursements need to be made to the

Secretary and webmaster. $53.85 to Richard Ito for webpage.

COMMUNICATIONS

    1. OMPO- Draft MIS/EIS for the Oahu Primary Corridor is out. Kim has a copy. Written
    2. comments must be received by Nov. 7, 2000.

    3. Newsletter- Bonnie needs articles to put together newsletter. Articles are due Oct. 16.
    4. Aiea NB- No report given
    5. Webpage- More information on ACA is needed to fill our site. E-mail addresses of officers, along with town center write up and photos can be sent to Richard to be included on our site.
    6. Marie Blanco from Sen. Inouye’s office has spoken to Claire and reported the Senator was unable to get monies for the Town Center.
    7. Letters from Sen. Sakamoto was reviewed concerning the Kamehameha Hwy. Improvements, the axing of funding for relocating Aiea Library and the communities concerns about the Sex Offenders Treatment Center at Pearl City.
    8. The Ko Olina Community Association has voiced concerns about the train in their area of the

PHHT.

PROJECTS

    1. Aiea Town Center- We must continue to push the relocation of the Aiea Library to the Town
    2. Center site. There is a town meeting with LeMehieu on Oct. 26, and an appointment with

      Virginia Lowe needs to be made to clarify the status of the library relocation on the priorities

      list. The Korean Church tentative purchase of the parcel on the AIS side of the site is still up

      in the air. The suggestion that the City purchase the library portion of the site has been put

      on hold. We may need a community force to start a letter writing campaign to get the state to

      purchase the parcel.

    3. Pearl Harbor Historic Trail- After draft Master Plan is completed, Ben Lee and the Mayor to
    4. do a site visit. The Draft should be completed in October and then finalized and then a brochure is to be created. Upon completion of the final PHHT Plan, how the plan will be carried out and implemented is unsure. The project should go to the City.

    5. Pa’ai’au Pond- Navy wants the State to be the lead organization. Need to touch bases with
    6. interested parties.

    7. AIS Intergenerational- Need to set up a revolving reimbursement account. The computer class

is up and going on Tuesday and Thursday afternoons. More publicity is needed. Hydroponics System at Wilcox Elementary is the example being used.

EMPOWER OAHU

    1. We need to establish a Community Implementing Group (CIG) and meeting times. A Dinner
    2. meeting was suggested to increase participation and attendance. We would like to attract different representatives from business, CAP, community groups.

    3. Community Connections Workshops on Sept. 29 & 30, Ella Williams & Roz Blanco to attend

MAKE A DIFFERENCE DAY

Saturday, October 28 is Make a Difference Day. To clean Aiea Stream or to build a shed for AIS

hydroponics project was suggested.

 

 

OPEN FORUM

    1. Aiea Medical Variance Status- Dir. of DPP said No the variance and the Aiea Med. has
    2. appealed. Appeal went to Circuit Court and case will be settled later. The structures may be allowed to stay based upon the life of the structure. Mitigative measures need to be determined as to how to improve the appearances.

    3. Candidate Forum Evaluation- We need more publicity to get more people to attend.
    4. Trans 2K- How do we get people out of their cars and into mass transit?
    5. Vision Team-There was a community workshop on September 20 and some of the additions and comments of the following were made. These pertain only to Aiea projects.
    1. A City run nursing home
    2. Opposition to the former proposal of the Kamakani Pedestrian way.
    3. City Hall/Police Substation had mixed reviews
    4. Halawa Gateway by the Quarry Rd.
    5. Improvements to Aiea Town Center
    6. Aiea Gateway
    7. Human Services-Meals on Wheels
    8. Human Services-counseling, childcare, after school programs

A committee was formed to make recommendations to Aiea Neighborhood Board. Traffic

Safety and Road paving of the entire streets were also discussed. The Town Center and the Library relocation were one of the top priorities. A motion was made to support workshop findings and recommendations to Aiea/Pear City Vision Team and the Aiea neighborhood Board. Human Services items need to be made to state and city and not to CIP projects. Concerns that some of the CIP park projects were not done. Claire to update CIP parks projects.

NEW BUSINESS

Should we have a Holiday festivity?

Crazy Shirts to knock down warehouse. Will there be vector control?

Should we have a community/business fair with our three shopping centers? Need business input.

Aiea Shopping Center has no merchant association, so as a collective group, it is hard for these merchants to attract customers.

A motion was made to have Claire Tamamoto speak for ACA at the Aiea NB meetings.

Blake drafted a letter to Principal Tom Kurashige concerning the first day of school at AIS.
